FRAME is a multi-partner research project funded by the European Union’s Horizon 2020 Programme for Research, Technological Development and Demonstration. The project aims to develop a new generation of state of the art Dynamic Stochastic General Equilibrium (DSGE) models, that, for the for the first time will allow for realistic estimates of the impact of public research and innovation activities on innovation, productivity growth and unemployment. FRAME will provide policymakers with a framework to study the impact of innovation policies and institutions on a broader range of variables. Scientific Advisory Board ------------------------------------------------------------ We are delighted to announce the completion of the FRAME Scientific Advisory Board (SAB), composed of internationally renowned experts from academia, industry, and government. By offering their knowledge and time, the SAB will help to shape the ongoing scientific developments within FRAME by working closely with the project leaders. The SAB will also provide feedback to design political measures out of the key results of the project. The conference aims at initiating dialogue between various interested stakeholders. Past events The First FRAME research workshop, London, 10 November 2017 The First FRAME research workshop was held in London at the Centre for Economic Policy Research (CEPR). (http://www.cepr.org/) Key research results were communicated by the work package leaders. Prof Diego Comin (Dartmouth College and CEPR) presented his ongoing work on differentiating the heterogeneous impact of innovations linked to the shift from manufacturing to services. Mario Giarda (Universitat Pompeu Fabra) introduced the key estimations of the baseline model and the implications of innovation diffusion on GDP in the short and long runs. Thilo Kind (London Business School) and Tom Schmitz (Bocconi University) added to the previous results with multi-country approaches. The implications of public research and labour dynamics on the diffusion of innovation were discussed by Antonella Trigari (Bocconi University) and Maikel Pellens (ZEW). These presentations led to fruitful and stimulating discussions to improve the current methodological strategies. Other related events On Slowdown of productivity (http://www.zew.de/veranstaltungen-und-weiterbildung/detail/das-produktivitae...) , Mannheim, 29-30 January 2018 Most industrialised countries have seen a significant decline in productivity growth over the last 15 years – and even more since the economic and financial crisis. Some economic experts argue that this phenomenon can be either explained by secular stagnation, or increasing problems regarding the adaptation of technological innovations. Other experts argue that the productivity slowdown is attributable to statistical measurement problems. Are the aforementioned developments, in fact, the result of multidimensional problems associated with the measuring of innovation, R&D and investment in new technologies? Do the established measuring methods adequately reflect their outputs and outcomes? What are the deficits and how can we overcome them? In addition to the economic indicators and their limits and opportunities, the workshop will also address the causes behind these developments. To this end, selected economic experts will give short lectures in order to provide a basis for discussion between the panel members and the audience. Dissemination ------------------------------------------------------------ Economic and Social Impact of Research (ESIR) Georg Licht has recently joined the Economic and Social Impact of Research (ESIR): an expert group set up by DG Research and Innovation of the European Commission. ESIR will contribute to the establishment of a new mission-oriented Research and Innovation (R&I) Policy in the European Union. The group will participate in the discussions for the preparation of the new Framework Programme for Research and Innovation. Trade Relations after Brexit: Impetus for the Negotiation Process (http://www.zew.de/en/das-zew/aktuelles/brexit-konferenz-am-zew-stoesst-kontr...) On the 26 January, Dr Licht took part in the conference on Trade Relations after Brexit: Impetus for the Negotiation Process. The upcoming negotiations regarding the United Kingdom's exit from the European Union will modify the economic relations between the EU and the UK and might have a considerable impact on the binding strengths of the European integration. His presentation, The Internal Market Dimension of Brexit Challenges and Regulatory Solutions in the field of Intellectual Property, highlighted the core issues related to Brexit on European patenting, to the design and organization of justice courts in this context, and the implications on firms’ innovation in terms of patent filing route. MONROE (http://monroeproject.eu/) The FRAME project team is working alongside with the team of another Horizons 2020 Project - MONROE. Joint meeting with the MONROE project, Brussels, 13 October 2017 The event was organised by DG Research and Innovation to introduce the main challenges in assessing the impact of innovation policies on innovation. The FRAME (http://www.h2020frame.eu/frame/home.html) and MONROE (http://monroeproject.eu/) projects could offer different approaches to address these issues which affect the core objectives of the Directorate in justification innovation policies on EU level. Each project will consider different types of innovation measures and their potential impact on the economy. Furthermore, the partners emphasise the importance of skills and technological specialisation to absorb innovative ideas or technologies.
