In accordance with relevant UN Security Council resolutions, the Governing Council sets the Commission's policy. Consequently, it established the criteria for the compensability of claims, the rules and procedures for processing claims, the guidelines for the administration and financing of the Compensation Fund, and the procedures for payment of compensation. The Governing Council reports regularly on the work of the Commission to the Security Council.
